Director of Technical Services

As a part-time employee during his education at The Pennsylvania State University, and full-time from August 1998 to 2001, Mr. Parker held a Field Technician position at Quality Environmental Solutions & Technologies, Inc. (QuES&T). During this time, Mr. Parker acted as air sampling technician and project monitor on hundreds of jobs ranging from residential to large commercial industrial. During this period, Mr. Parker also began performing building inspections and taking on minor project management duties.

From 2001 to 2004, Mr. Parker held the position of Project Manager at QuES&T. As a building inspector, Mr. Parker performed inspections of millions of square feet of building, including hotels, factories, power plants, schools, commercial buildings, apartment buildings and residences. Mr. Parker is certified as a New York State Asbestos Inspector, Connecticut Asbestos Inspector, New York City Asbestos Investigator, New York Lead Risk Assessor and New Jersey Lead Inspector/Risk Assessor. His duties as project manager included client meetings, initial building inspections, scope development, variance petition preparation and submittal, bid administration, contract review and overall project oversight.

From 2004 to present, Mr. Parker has acted as Director of QuES&T’s technical services department. Mr. Parker and the technical services department perform services to bring abatement projects from initial client contact to bid award. Services include client development, project scope review and evaluation, building inspection, abatement scope development, preparation of bid documents and contract drawings, bid solicitation and collection, bidder evaluation and selection, contract development, schedule development and project oversight. Mr. Parker is also involved with the development and administration of QuES&T’s training department, and sometimes fills in as a DOH approved lead instructor for asbestos safety courses.
